Hello fellows,

The problem we have here is understanding of Lexicon.  You are both right!

If a computer has access to pre-stored data it is similiar to a chess player
using the NCO, or BCO during a game or "Cheating" in Rolf's point of view.

However, in Dr. Hyatt's point of view opening books are allowed and it is not
Cheating, in particular when the Human player has agreed to allow human books.

IMHO; so in these senses you are both right.
