All of the CDS are presented as text formats as a primary goal of the effort is
to enable human readability regardless of platform.  Well, as long as the ISO
Latin seven bit ASCII codes were supported on the platform.  (Does anyone still
use EBSIDIC?  Six bit CDC display code?  Five bit Baudot?  American Rail Road
Morse?)

It is certainly possible that a standard DB schema for PGN will be useful; it
could be a good way of handling databases for the values for several of the PGN
tags (e.g., site, event, and player information).
