Several years ago Ben Johnson had his olympic gold medals taken away well after the fact. Etc. When a serious mistake is made, it is _never_ too late to correct it. It would be perfectly reasonable for the ICGA to correct _this_ mistake, re-score the Jonny/Shredder game a draw, and give Fritz the title it deserves. It happens _all_ the time. But the organizing group have to admit that a mistake was made. That seems to be beyond the ICGA's ability to "ken".
