Note that in the last years in Israel every child under 12 who started to play chess in tournament got rating of 1350 There was a decision to change it and the following decisions were accepted. 1)Every child under 8 years old is going to get initial rating of 1000 2)Every child who is 8-10 years old is going to get initial rating of 1100 3)Every child who is 10-12 years old is going to get initial rating of 1200 4)Older people are going to get initial rating of 0 and their rating is going to be based on their performance because experience shows that adults who start to play in tournament can be at different levels and level of 1900 is not something rare for adults who play their first tournament and earlier played only against the computer. Another decision that I do not like is that players can only improve their rating when they have rating that is lower than 1300 The reason for that decision is the fear that childs are going to quit chess if their rating is going to go down.
