If you don't want "to watch movies", and all you want is a decent chess program,
and you have a computer with internet, you do not need to pay ANYTHING more
(except perhaps electricity).
There are excellent free programs too.
The comercial programs in year 2006 only MIGHT top the free programs, and if you
want the very best, and it is comercial, so you will have to pay about $50 or
so, depending on which program.
Hiarcs (or Fritz 9) will probably not be the best, so you will not need a DVD
drive for the best.
If you have a computer with memory and a few Mhz. and a screen and electricity
in the house, and a mouse and/or keyboard, and only a 32 bit engine, and fingers
and a body and brain, then you can get most.
Do you have something against having a DVD drive?
