Any comment, NAG, or broket form refers to both: 1. the current position and 2. the move (if any) last played in the current variation. Any comments in the main variation must appear before the game result as the game result marks the very end of the movetext, always. So, 23. Nxf6# {Black is checkmated} 1-0 makes sense, but 23. Nxf6# 1-0 {Black is checkmated} is wrong as the comment appears after the end of the text.
