based on movei piece square table you get

bishop at c3=3.6
bishop at c4=3.7
rooks at most squares=5.3

you get 3.6+3.7-5.3+0.2-0.4=1.8

if you add better mobility for white(2 bishops have more moves than a rook) and
king that is closer to the center you easily get score slightly above +2

for possible plan of white
white can put the pawn at b3 and the bishop at f2 and the rook at a5 and go with
the king to c4 in order to win the pawn c5
