How, from that rule, does it become possible for the operator to say "Hmm.
the engine claims a draw, but I don't think it right since the opponent
has a winning position but also has a bug that made him miss the repetition.
I'll play on so he can win, and change the final outcome of the tournament,
rather than claiming the draw the program is telling me to claim which leads
to a different final tournament result."

I don't see how that can even be considered to be reasonable behavior.  Nor
how it can possibly be construed to be "within the rules."  The rules are
clear.

Then why have rules at all?  Replace the official tournament rules by
"rule 1.  Arnarchy rules.  There will be no rules.  Decisions will be made
as things come up.  If you play moves instead of the program, and nobody
complains, no foul.  If someone complains, then we will decide whether you
can continue or be expunged at that point in time."

Sounds like a great way to run things.

Of course it is no longer a "world computer chess championship" event
either.  Humans are involved.
